Sure you can. Normally aspirated? If not, then the supercharger/turbo effectively adds displacement. If you could do it without cheating, then the engine would not be remotely streetable. OEM engines have to deal with a LOT more restrictions than someone playing around in their garage. You can always get more power by hotrodding something yourself than you will ever get from a manufacturer. The engineers aren't stupid, they just have different priorities.
Name one car that makes 500+ hp stock with less than 5 liters.
