Honestly, I don't think anyone should have a dog over 20 pounds in an urban setting. It's dangerous and in many cases cruel to the dog who may be forced to live in a tiny apt for 18+ hours a day. Yeesh, let's get some opinions in here that are based on reality shall we? What about basset hounds? They can weigh up to 90 lbs and are perfectly happy snoozing on the couch all day. Hell of the 10 I've had so far, 7 of them didn't even LIKE to go outside. You can't put weight, amount of fur, color, etc requirements on where a dog can be kept. It has to be tailored to the individual breed.
