Does it only happen when you specifically try to get on
www.ebay.com ? Can you access other sites? What browser are you using? My first reponse is that you somehow have ebay blocked out of your browser. Or cookies aren't enabled. More info is needed.
And a list of hardware isn't needed. This is a software problem.
