If you don't get some balls and ask this girl out (that is, if you like her. You do, don't you?) you will never date her. She is not decisive enough to make the call. Also, it matters not what these other guys are doing to try to get her or get her back. She doesn't like them, for one reason or another (she probably has a perfect idea of what they do that bothers her, she just wants to be polite and not say what it is exactly. It seems to be the way that some women deal with things; acting on the idea "don't make waves".).
Act like you have the upper hand here (which you do. The advantage is that she dilikes the other two guys and likes to at least talk to you). Be a gentleman, but be assertive. Women usually like a man who comes out and says "lets go do x" (x could be anything from watching a movie to taking her to dinner. Just be sure she enjoys herself).
