here's the deal. The amp on those speakers is a passthrough amp. You can use the speakers either powered (louder) or non powered. When you turn 'em off they become nonpowered speakers. These used to be REALLY common, especially in speakers that could be battery powered or for which you had to buy your own AC adapter. I'm kinda surprised you have 'em now though - I don't believe I've seen speakers like that for awhile. Not that that means anything, I've not bought speakers since my last ones died over a decade ago and I started using a home theater receiver instead
