Living in chicago I've heard a little more about this...
Apparently there was a car behined the bus that saw it dump the crap thru the bridge. The driver knew it was against the law, didn't know there was a boat underneath but took down the bus's plates anyway and called the cops. That's how they pinned it on Dave Matthews' bus.
