I don't think anyone seriously believes that Najaf should be turned into glass. At the time AO was not considered to be harmful (which is hard to believe given that it was mixed with diesel fule), whereas nowadays you would be hard pressed to find anyone who thinks a 1000 lb pound won't hurt people.
Dropping bombs on Najaf would be disastrous, both in Iraq and abroad.
