Actually... a Dutch computer mag just checked if that's true. They tested an HP and a Dell computer, checked what was inside, and bought identical parts elsewhere (best prices they could find). The result: HP was clearly more expensive, some 100 Euros on top of the price (you'd pay that for the extra pick-up-and-return service, and extra software). Dell, on the other hand, was priced pretty much the same as the alternative do-it-yourself-computer!
Now, I wouldn't recommend a Dell to anyone, but (apparently) you can't accuse them of being overpriced...
