Uh, yeah it does. Do you really think its the schoolteacher or the ditchdigger that is getting these loopholes put into place? Absolutely not--it is people with the money and the means to get the politicians' ears. If you want to lower taxes, get all this crap fixed *first*. Its like running up a credit card bill--we cant afford to be cutting taxes, why the hell are we doing it? Once it has been shown that the loopholes are closed and waste is minimized,
then we can start talking about cutting taxes.
