We've been living with it for 30 years since these people declared war on us.
No we cant do a war on terror, but we can bring war to those that with to impose it on us. We can go to war with those that fund those people. We can do many things about it.
Oh, and your plan reminds me of a quote:
"The only thing evil needs to exist is for good men to do nothing."
