Thats the ticket. Report the problem to the police...let his own take care of your problem.
Different, yet similiar situation, years ago we lived on a "mini farm", and had a nice fishing pond on the back side. A neighbor on the next place decided to have his boys raise a litter of pigs for their 4-H project. Soon, every fly in the county found the pig pen, and between them, and the odor it was a real problem for us. I asked him about the pigs a time or two, but he was always going to do something soon. (like when the hog market reached a higher level)
One day, quite fed up I called the state department of agriculture and told them this guy had pigs that I was afraid were contaminating my fishing pond. They responded that they would have their agent out there the next day, because that was illegal. Sure enough, the agent was the neighbor...the pigs were gone the next day, good market or not.
