It's no clearer because there are many possible definitions of this term, as it derives from the simple descriptive adjective "authoritarian" which can be used in very vague ways.
Here's just one definition that counters the unreferenced one proposed by JumpinJesus. I'm not proposing any of these but offering them as indications that the distinction between an individual and an elite group is not definitive.

I don't think semantics gets us anywhere here. To say that I am authoritarian rings very true to me. I am proposing authoritarianism as a descriptive term for a position I am working on creating - not to describe something that has existed in the past.
