I would say that addiction has a very negative affect on a person's sense of free will and self esteem. After being addicted though, there does have to be some kind of individual effort to overcome the addiction and get back a sense of free will.
The individual often needs a really strong social and medical support network for their effort to succeed though. Unfortunately these networks seem to fall apart an awful lot nowdays.
I guess you could say that addiction is a valid reason for X but can't be an excuse for X.
