Yes, if Bush plans to actually win an election, he needs to have another terrotist attack happen. You know... "To strengthen the resolve of the American people and our fight against ...blah blah blah".
How close to the vote date will be a strategic decision.
As far as "Homeland", I think the term would be more suiting for a country that oppresses a country or people with military power and then justifies it by saying it will be good for the nation and all races in general. Not America.
