That's certainly understandable, I know I can't stand to see anyone I care about harming themselves.
It's just that if you want to be personally involved with what she's doing (and there's nothing wrong with that, she's your mom, after all!) then be consistent about it. Be concerned about her smoking, and be concerned about her being screwed out of money. That's my 2 cents.
