In my opinion, the increase in people being arrested in "kiddie porn" is not because of it's accessability, but because of the society we're in now.
If I would have to guess, I would think that most of the people who have been taken in for child pornography have really been arrested for ephebophilia, and not pedophilia. Holo's post probably summed this up best. Whereas, 15 years ago, a 15 year old sleeping with a 24 year old was not as stigmatized (in fact, often represented in movies). Actual pedophilia - an attraction to children under the age of 12 - I believe if far less common.
Men will always want the youngest, healthiest girls to copulate with. Young women will breed them healthy children, and thus are attractive from a physiological standpoint. This includes what appear to be 15-18 year olds (which, in today's society where young girls are looking older, may include 13 and 14 year olds). Now, this has been going on forever, but was just never taken as something arrestable or disgusting on a general societal level.
Child pornography, on the other hand (porn involving kids less than 12 years of age) has always been on the fringe of society. Granted, there have been molestors around since children have been around, but there just have been less ability to catch them.
This is what it all breaks down to - a greater ability to catch, report, and publicize people arrested for illegal pornography.
