This was discussed quite a lot in the US in relation to Dwight D. Eisenhower. He left us the legacy of the "military-industrial complex". This has been quite a crucial issue since his time in office. It's the kind of thing that illuminates some of the problems with a too-close relationship between the Administrative branch and the military.
