Phenomenon, the doctors are paid per year, not per surgery.
The doctors will be there to fulfil their contracts. The hospital will be there and will cost money for upkeep.
Why not have them be active with surgery? It only makes them better when a soldier needs it. The cost of the surgery is very little when you factor in those things.
