The problem is it doesn't weed them out. What you get is the good teachers going to private schools, where they are paid more. I don't know who said they got less. I would like to see the statistics on that, because my mom, who is a teacher, left her job to work for a private school because the sallery was alot higher. The good teachers that do stay are given AP and honors classes to teach while the teachers who don't care are the ones teaching the kids who are most in need of good instructers. Granted this may not be the case in every school system, but in mine it was most certainly the case.
