Not all of the state is hillbillies - the Martinsburg/Charlestown area is surprisingly modern. However, if you're in the south or west part of the state, it can be shockingly poor and depressing. Depressing to the point of families who have never seen a tooth brush and barely scrape a living out for themselves.
I haven't been to Charleston (in fact hadn't heard of it until this thread), but the N/NE area of West Virginia tends to be pretty well built up - and more construction is going in every month, so hopefully you shouldn't have trouble finding a place to rent.
