There was an embargo against Yugoslavia (for thier role in the bosnia war crimes) imposed by the UN in 1992. The United States government (and therefore all of its citizens) agreed to abide by this embargo. The US Dept. of the Treasury sent Fischer a cease and desist order not to engage in commercial activity with Yugoslavia (the order specifically listed the chess tournament as the economic activity). He played anyways. His playing may not cause much harm, but if they allow one person to break the embargo, more will, and then whats to keep microsoft from opening a semiconductor plant there? An embargo if enforced is an effective form of political persuasion that is often used in lieu of war, his activities undermined these efforts and were in direct violation of an executive order (which has the effect of law).
