Tied: durr...
Barely: <5%
Weak: 5-9%
Strong: >9%
For example, California, with 55 electoral votes:
Kerry 46
Bush 38
Nader 7
So even though it looks like Bush has a shot with the "weak" label, there aren't a lot of votes to steal (he isn't likely to take them from Nader's column...)
