the replies you are going to get are going to depend on each individual's political leanings.
to the right, they're going to say that the CIA misled bush and that declaring war under false pretenses is the fault of the CIA.
to the left, they're going to say that bush pressed the CIA for information, any information, even false information, to justify starting a war.
anything said beyond this will be expansion of those two ideals.
