My wife made us and a couple of friends a high tea _once_, when we were courting. It was pretty damned special, and I haven't seen another since. I'd say it's pretty uncommon for people to do this for themselves out here in Sunny California (cue the fog). Full afternoon tea and high tea can be had in the SF Bay Area, or it was at least a few years ago. In my town, we did have a British cafe owner who would do a high tea on request for groups, but she's off shearing sheep somewhere now.... truthfully.
