Im no body damage expert, but 3.5k seems waay to high for a new panel, installation, and paint. 1.5k ... yeah maybe, labor is expensive. but 3.5? A second opinion probably wouldn't hurt.
then again, your not paying for it, so go to the place with the best reputation, not price.
