Well, they're not made for Windows, but there are some good sounds on kde-look.org Sure, they're made for use in KDE, but they'll all work in Windows if you convert them to an appropriate format (assuming they aren't already). Or, if you have any Mac user friends, it's always fun to have them convert their system sounds and send them to you to use on your Windows system.
