What about moving the laundry room next to the water heater, and creating a new room where the laundry room, storage, and utility currently are? What exactly is in the utility room? Is it a circuit breaker, or something more?
If it's not too much, you could feasibly combine all of that into the laundry room and have two full rooms to play with. If not, you could keep the utility room where it is and just have a bit more space.
