Unfortunately terrorism is never going end. As long as there is someone who feels disenfranchised by the system terrorism will be a viable option. We may eradicate Al-Qaeda in name and we may destroy their operating structure. But there will always be people willing to kill others in order to further their views.
It's the stability of the rest of the world that has given rise to terrorism. Most of the world is controlled by large fairly powerful governments. And very few of those governments are willing to go to war with each other. Because we all rely on each other.
Those that are outside of these economies and governments are the ones that are using terror as their weapons, because as tecoyah said that the most effective weapon that they have. As long as there are those who feel oppressed/angry at those who have what they do not, or until we can get people to tolerate the intolerable there's always somebody who's gonna kill innocents to further their cause.
Terrorism is a natural part of the evolution of warfare. From attacking each other with swords and spears on the battle field, to firing muskets at each other in ranks, to guerrilla fighting in the jungles, to terrorizing non-military targets, because one man cannot fight a tank effectively.
