Technically yes. For a singel shot I will agree with you. However the leap the gun grabbers are making and betting on is that people relate guns to what the see in the movies and on tv. Therefore an assault weapon
must be full auto cause they are on tv.
Also, you can get more rounds out of most semi-autos than out of a shotgun. Therefore, the statement "you can shoot more bullets from a semi-auto" is correct, however the leathalness is what comes into question. Most people don't think about this.
We won't get into the fact that doing things like modifying hollow points to contain mercury can be far, far more lethel than getting shot by a shotgun or semi-auto.
