Noise Pollution

In early August I am going to be building a new computer for college (old thread about it for the hardware section).

My question now is about noise. I do not want to have a noisy computer in a small dorm room and I think the main noise contributors are power supply, processor, and HDD.

I have found a pretty nice heatsink for the Prescott that works up to 3.6GHz from Thermaltake.

Both of these would most likely need a fan but I could get a really quiet 80 or 90mm fan to fit those.

Any recommendations of quiet yet reliable Power Supplies or ways to control HDD noise?
