You want to spread it over any exposed skin, as well as your clothes. Don't use too much, but you do need to get a decent amount of coverage.
There are other ways to reduce insect threats as well. They don't like campfires, and there are also chemical devices that cause them to leave. Depends on whether or not you're stationary or mobile.
