uh, Art are you really suggesting that the US outsources the torture of prisoners to another country where they can do it better and cheaper?
if so, interesting idea ...
EDIT: ok 'torture' is a bit extreme for what is implied in your post, but i guess you don't want them to have a nice holiday over there?
