The detained foreign nationals get more out of this ruling than the citizens do; they were given virtually no legal rights whatsoever before this case, and they are now able to go before a judge. Still, their rights are quite limited compared to what you or I enjoy. Government evidence might be assumed to be accurate, hearsay evidence might be allowed, etc.
There are times when habeas corpus can and should be suspended; this isn't one of them.
