People tend to rise to their personal level. If that is comfortable to them, then let them live how they want to. It leaves the opening at the top for the future leaders instead of a person that is a leader and does not want to be. Don't feel sorry for them. They would only be miserable and do a piss poor job if promoted beyond their abilities. Personally I believe that it is all about natural selection. Can you imagine an entire workplace full of Alpha Males?
