If memory serves me right, he's from a game called Zero Wing, which I think is on the Sega Genesis. He's infamous for notorious lines like "All your base are belong to us" and "Someone set us up the bomb", among other silly grammatically-wrong quotes that occur in a cheesy script. I've never played the game, however, so I don't know if it's any good or not.
