I'm a pretty big fan of the whole GTA series and I am totally stoked for this game to come out.
While VC was pretty much GTA3 in the 80s I thought they made some pretty good improvements. The 80s theme rocked, too.
I will however have to wait for this game to hit the PC as I do not have a PS2. I believe Rockstar has a contract with Sony to produce the GTA series (I think GTA3, VC, and SA) to the PS2 first. Then after a few months they are allowed to release it elsewhere. This allows crazy people wanting the game now to buy it for the PS2, or buy a PS2 so they can buy the game.
As far as multiplayer, they did have this in GTA2. It was freakin' incredible. The bandwidth needed was insane though. We used to play on a LAN and it was pretty horrible. You had to communicate the exact location of every car, weapon, ped, and player. For the cars, you would have to know its direction, velocity, damage, etc. When you take the size of the citys in the more recent games this adds up to way too much data. They would have to limit the size of the city, or take out certain elements of the game to make it run at an acceptable speed.
There is a group who made modifications to GTA3, and VC (PC Versions) that allow you to play multiplayer. There are no NPC cars or anything though. Works alright, but just not the same as the GTA2 multiplayer. It's called MTA. A quick Google search should come up with it.
