a few questions....
is your ME partition hidden from your XP partition? (can you see a drive letter for ME?)
are you seeing a boot loader to choose the OS when you turn your machine on?
take a peek at disk management in XP....which partition is first?
you should, for all intents and purposes, be able to format, or delete the partition. for any issues like the one you're encountering, I use partitionmagic. you can hide/unhide/resize partitions all with great ease. then if for some reason you weren't able to boot into xp, you'd just boot from the disk, go to the recovery console and type fixmbr (to fix the master boot record.)
but if you don't have partiton magic, and all your data on that drive is expendable, then an option would be to delete all partitions and reinstall windows. that's a little more work than needed IMO though.
