There was parliamentary debate and yes the decision in Canada was to side with the UN not to go to war citing lack of proof.
It appears, in the end it doesn't matter since we all are apparent targets. That's not new. The people of Bali would agree.
Terrorism is extreme in every facet. Often too is the dialogue that rebukes it. I've read many articles by Ms. Katz and it is my determination she is, like others (notably Daniel Pipes) someone whose own bias (mainly pro-Isreali) is so over the top it actually caricatures the facts to the point of super fantastical.
This isn't to say terrorism is an unqualified or artificial threat. But at times the rhetoric regarding such is.
