The whole "i'll tell you later" thing could either be her not wanting to hurt your feelings over the phone (which is ridiculous, because how painful could it be to hear "I'm sorry I already have a date"), or she just wanted to keep you writhing in anticipation.
Some girls hug and hang on their guy friends. That doesn't make them flirts, but it doesn't mean they're interested either. Forget about pursuing a relationship with her, this one leads to a dead end.
