You have to port-forward whichever ports emule is using if you have a router or firewall. Either that or your ISP probably has some ports blocked.

In my experience almost all downloads are pretty slow, but emule is great for obscure stuff. I just let mine run constantly and I don't mind the slower speed...their algorithms for file sharing kick ass!

EDIT: I've never used emule *plus* but the same basic info probably applies on that version too. I only use the original version of emule.
