eyeronic, if I remember correctly, it does. The download speed is also affected by your participation level, I remember my downloads were crappy.
For all the configuration I had to do, and the excess traffic that port received (I was receving about 300 requests from unique ip's a minute, which concerned me, since with emule I had to basically disable my firewall for it to run), I didn't feel 3-7k a second was worth keeping. I went back to BT and Kazaa.
