Ahh, databases, how I loath thee.
Post-Nuke and PHP-Nuke (the original) are good for creating websites. They encompass news posting, forums, galleries, and pretty much anything your little heart desires to get the masses to use your website.
Forums: I recommend phpBB, its the best forum I've ever installed / used. Second on my list is vBulletin. Guess what, you're using it right now! ;p
