I know I'm just being nitpicky here, but styrofoam + gas=goo. It's probably polyurethane.

Ok, quick word of warning. A gas gauge that fluctuates wildly or freezes at E or F can also be a sign of
IMPENDING FUEL PUMP FAILURE. I learned that the hard way.
