Depends on their view.
If they are willing to wait a couple years on an investment, you take Howard.
If they are looking for help immediately or sooner, you go with Okafor.
If they want a guy who with a higher celing the Emeka, yet don't want to wait as long or have the higher risk/reward ratio Howard would bring, they could even take Deng. That would be a shocker though.
