A home-cooked dinner and flowers, agreed. If you've only been together a few weeks, she's actually going to think you're pretty cool for doing _that_ much. And she won't think you're trying to rush things, either. You could get her a book or CD as well, but it's not really necessary. I like the hand-made card idea.

One other thing that might be fun: a little cupcake-szied "birthday cake" with a candle in it, just for her. Could be a cupcake, a muffin, something like that. Again, not expensive. It's the thought that counts, and she'll think it's cute as hell.
