In NYC there are lots of apartments with hardwood floors and you can imagine that it gets noisy sometimes.
There are some riders on leases that require tenants to have an amount of area covered by area rugs in order to help minimize the noise.
Not sure it applies to you, but maybe.
I'm with Rodney. Take the time to find out ALL your rights. People's rights get trampled all the time because they don't know what they are.
