Dewaha, this may be what you are thinking of.
I remember reading that men that spend a great deal of time in hot-hot tubs may affect sperm-count and sperm-quality. Men's testes are outside of the body for a reason; they need to be in a cooler environment to produce healthy sperm.
So extended exposure to heat has been shown to temporarilary reduce male fertility. But I've never read anything about having sex in a hot tub affecting fertility.
Nothing I know of is safer than sex with a condom.
