Tony George's split with CART and the infusion of foreign drivers replacing the americans has killed all open wheel racing in America, and that includes the 500. Not to mention, the rule forcing a large number of the spots to go to IRL drivers doesnt help. And the cost of putting a car in the field is huge, especially now that you need a new engine and aero package.
