I believe that the DMCA says that - except in the case of research - you can't bypass copy protection. It doesn't remove your right to free use, just limits it. Granted, the DMCA sucks big time and there's tons of legal talk going back and forth about it.
"Oh sure you can make backup copies - unless we put copy protection in. Oh, our copy protection is only ROT13ing it? Too bad, it's still copy protection. Break it and go to jail."
