Seems the national standard is now 3Mbs, with a few rarities.
Adelphia has been 3Mbit for about a year in my area, which was actually stepped down.
When I first joined adelphia I got 8-9Mbit, then down to 5Mbit, and finally they have officially stated 3Mbit. But they did increase us to 256Kbit upload.
